Deputy Clerk

Will Broom

Local small business owner, husband, parent, and active member of the Noble community. Appointed to the Noble Board of Education in August 2024.

Full bio & district map

Will Broom was born and raised in Norman. He worked as a Millwright out of Union Local 329 in Oklahoma City while earning a trade degree from Moore Norman Technology Center in 1998. He graduated with an associate’s degree from Oklahoma City Community College in 1999. He attended the University of Oklahoma, foregoing completion of his degree to begin a career at Lormar Reclamation Service.

Will married his wife Annie in 2002. In 2004, Will and Annie purchased Lormar, the family business they continue to own and operate today. They preferred the smaller town feel and upbringing over the large number of schools and students in Norman, moving their home and business into the district in 2006. Their two children attend Noble Public Schools. Will has coached Youth Football, Softball, and Baseball, along with serving in various capacities on youth boards and multiple terms as a league officer since 2004.

Will has traveled to a variety of manufacturing, industrial, military, and power generation sites across the country. These experiences, especially with commercial construction and government contracting, bring experience to the board as the district encounters unprecedented population growth and further looming facility expansion. Will is a strong supporter of both college education and trade degrees. His priority as a member of the Board is maintaining and improving the opportunities available to all children in Noble Public Schools.

His ambitions have continually grown, and in March of 2021 he completed a Bachelor’s Degree with Oregon State University, majoring in Natural Resources with a minor in Fish and Wildlife Conservation. In his leisure time he enjoys hunting, fishing, wildlife management, camping, and Noble sports. He volunteers with the Noble Bear Down Booster Club and as a wildlife consultant. He believes that both academic and vocational education are worthwhile, foundational, and essential components of success, and maintains that extracurricular activities act as building blocks to valuable life lessons and skills. He is proud to be a Bear and humbled to serve on the Noble Board of Education. A strong community starts with an excelling school district — with this in mind, James’ number one priority as a member of the Board will always be the students.

District 5Portrait of Leroy Lukinbill, Board of Education member for District 5

President

Leroy Lukinbill

Noble High School Class of 1982 and retired Norman Fire Department veteran with 30 years of service. Elected in February 2015, now in his second five-year term.

Full bio & district map

Leroy Lukinbill graduated from Noble High School in 1982 and later obtained an Associates Degree in Municipal Fire Protection from OSU Oklahoma City. He retired from the Norman Fire Department in 2015 with 30 years of service. His wife Billie is a registered nurse and a Lieutenant Colonel in the United States Army Reserves with over 30 years of service, currently on active duty. Their son Cody graduated from Noble as a thirteen-year senior and has since pursued a career in the United States Army. Leroy now says one of his main jobs is to support Billie and Cody in their careers! Leroy has lived in the southern part of the district for over 35 years, where he enjoys spending time with his family, watching all kinds of sports, and doing anything outdoors.

Leroy was elected to the Noble School Board in February 2015 and is now in his second five-year term. He believes that education should empower kids, build character and confidence, and open doors that will lead to success. He wants to remain focused on the goals he ran on in 2015, and says one of the main things he learned in his first term is that “our focus has to be a school system that provides what our students need to be successful, not what we want or what we have done in the past and think is still relevant. We have to continue to adapt and evolve to meet those needs.”

As an alumnus and a longtime resident of the district, he is proud of the progress and achievements that have been made, and as a board member, he looks forward to challenges to continue the development of a quality school system that the kids of Noble deserve.
